Lead and chair Pre-Startup Safety Reviews (PSSR) for a large EPCm construction project, ensuring integration with commissioning, startup philosophy, and SIMOPS on brownfield sites. Provide technical and safety assurance across systems, manage safety governance and readiness, and lead a team of coordinators and engineers to achieve on-time startup with strong safety performance, in Sriracha, Chon Buri, Thailand.

Key Responsibilities

•Lead and chair PSSR reviews across systems and disciplines
•Ensure integration of PSSR with commissioning priorities, startup philosophy, and SIMOPS
•Verify mechanical completion, testing, and validation of safety-critical systems (ESD, F&G, relief)
•Ensure hazard study actions (HAZOP/HAZID/SIL) are closed or deferred and that procedures are completed and approved
•Lead and manage a team of PSSR Coordinators and discipline engineers, interfacing with project management, owner, and operations

Key Requirements

•Minimum 10 years’ experience in commissioning and startup for refinery or petrochemical projects
•Proven leadership experience in leading PSSR activities and startup of major process systems
•Strong knowledge of process safety management (PSM) and international standards (OSHA PSSR, API, IEC)
•Experience managing brownfield projects and high-risk environments
•Prior leadership and team management experience
