Key Responsibilities

  • •Lead the conversion of the ECI pre-construction agreement into the final execution contract, transitioning into SIA, REDAS, or FIDIC Yellow Book forms based on the client’s risk profile.
  • •Manage open-book cost verification with the ECI contractor, auditing trade packages, market rates, and contingencies to establish a transparent GMP or lump sum.
  • •Run value engineering (VE) workshops to optimize costs while maintaining operational reliability, Uptime Institute Tier compliance, and Singapore BCA-IMDA Green Mark Platinum targets.
  • •Coordinate high-voltage grid infrastructure readiness with SP PowerGrid (22kV/66kV), including substation readiness and integrating utility lead-times into the master construction schedule.
  • •Perform constructability reviews and sequencing optimization across CSA and MEP, including civil/structural/architectural validation and site logistics planning for Western Singapore industrial zones.

Key Requirements

  • •10+ years of construction project management experience, with at least 4+ years managing pre-construction stages or ECI frameworks for data centres, semiconductor plants, or heavy industrial facilities.
  • •Deep knowledge administering and converting contracts using SIA, REDAS, and FIDIC Yellow Book frameworks, with clear understanding of risk allocation between ECI and main construction phases.
  • •Proven experience managing 22kV and/or 66kV grid connection processes with SP PowerGrid in Singapore, including approvals for high-voltage substations, switchgears, and transformer testing.
  • •Smartsheet (power-user) experience for tracking pre-construction milestones, design deliverables, authority submission logs, and master schedule development.
  • •Bachelor’s degree in Civil, Mechanical, or Electrical Engineering, or Construction Management; PMP or equivalent credentials (e.g., SPM, RICS, PE) preferred.
