Job Summary

Own engineering costing and delivery support for complex defense communications offers (GAN, Naval, and Tactical Data Links) in France and export. Lead and coordinate multidisciplinary teams across a Core bid group (Bid Manager, PDA, System Architect), manage lot work package managers, and ensure execution planning (WBS/OBS/PBS, risk/opportunity register). Prepare and participate in offer reviews, track offers in JIRA, and help evaluate alternative solutions.

Key Responsibilities

•Ensure engineering activities costing for the offer phase, with support from the Engineering Manager and the SSN sector.
•Contribute to the offer process by preparing for and participating in reviews.
•Coordinate activities of all Work Package Managers (WPM) for offer preparation and the initial project baseline.
•Pilot costing activities of multidisciplinary teams within the center of competencies using lessons learned models (RETEX).
•Build and maintain the execution reference framework (WBS/OBS/PBS, director/master planning, resource planning, estimation file, risk/opportunity register) and track offer status in JIRA with weekly reporting.

Key Requirements

•5+ years of experience in systems engineering or offers, with ideally at least 3 years in technical project management or Bid Manager roles on complex projects/offers.
•Technical knowledge in telecommunications, networks, cybersecurity, and Tactical Data Links (LDT, e.g., L16).
•Ideally knowledge of the military domain and associated customers.
•Expertise in the offers process and related reviews (Gate 1, BKO, SOR, BBR, ER, CCR, Gate 2, etc.).
•Good written and spoken English, with demonstrated rigor, pragmatism, teaching skills, and ability to propose cost/timing/quality trade-offs.
