Job Summary

Provide specialized technical and strategic support to the oPt Health Cluster to strengthen health sector analysis, planning, preparedness, monitoring, and partner response. Support the development of needs assessments, strategic planning and operational response plans for Gaza and the West Bank, and build evidence-generation and monitoring frameworks. Work under the National Health Cluster Coordinator to inform humanitarian health programming through stakeholder consultations and analytical reporting deliverables.

Key Responsibilities

•Provide technical expertise and develop a Health Needs Assessment and Gap Analysis Report for Gaza and the West Bank for the 2027 planning cycle.
•Develop the 2027 Health Cluster People in Need (PiN) and Targeting Methodology and Results Package, including consultation outcomes and finalized figures.
•Contribute to the Health Cluster Component of the 2027 Humanitarian Needs and Response Plan (HNRP), including sector objectives, activities, indicators, and response strategy.
•Develop health sector contingency and response planning packages with scenario-based response plans and operational recommendations.
•Support creation of an indicator-based monitoring and evaluation framework and partner planning/coordination packages, including consultation records and guidance for reporting.

Pay and Benefits

Salary: USD 9,980 monthly

Key Requirements

•Master’s level or above in public health, medicine, international health, management, social sciences, or a related field.
•At least seven years of relevant experience developing and promoting collaborative partnerships in emergency and humanitarian relief operations, including managing/coordinating health programs in chronic and sudden-onset emergencies.
•Demonstrated knowledge of rapid response operations in public health and ability to identify/manage difficult situations.
•In-depth knowledge of emergency relief policies and practices within the UN and other UN specialized agencies, donor agencies, and national/international NGOs.
•Excellent knowledge of English; working knowledge of another UN official language is an asset.
