Key Responsibilities

•Develop capital cost estimates across all project phases, from planning and conceptual design to final design and construction.
•Facilitate the coordination and collection of information from internal departments and external stakeholders to support accurate cost estimation.
•Contribute to the development of capital cost estimates for key program deliverables, including the bi-annual Programmatic Business Plan, Program Baselines, and Project Update Reports.
•Review and analyze contractor-submitted estimates and claims to ensure accuracy, consistency, and alignment with program standards.
•Assist in creating and maintaining policies, procedures, and standards for program-wide cost estimating practices.

Travel: Low travel

Key Requirements

•BA/BS + 8 years of relevant experience or demonstrated equivalency of experience and/or education.
•15+ years of estimating experience, including 10+ years on large transit projects ($1B+).
•Bachelor’s degree in Civil Engineering, Construction Management, or related field.
•Proficient in cost estimating and database software (e.g., HCSS, Timberline, Onscreen Takeoff).
•Strong skills in cost analysis, change order evaluation, and negotiation.
