Job Summary

Lead procurement efforts for multiple Product Support programs, serving as the focal interface between Raytheon programs and suppliers. Manage supplier relationships and administer subcontracts and purchase orders, including change orders and post-award PO management. Prepare and issue RFQs/RFPs, perform price and cost analysis, and conduct formal negotiations. Ensure compliance with FAR/DFAR and ITAR requirements and support supply chain gate reviews, with travel as needed.

Key Responsibilities

•Prepare and issue requests for quotations/proposals (RFQs/RFPs).
•Perform price and cost analysis and lead formal negotiations on price, delivery, scope, and terms/conditions.
•Place subcontracts/purchase orders and manage related change orders and post-award PO documentation.
•Administer medium/high complexity subcontract actions with required compliance for FAR/DFAR and ITAR/import/export rules.
•Provide supply chain support for gate reviews and nurture first-tier supplier relationships while interfacing with Raytheon programs.

Key Requirements

•Typically requires a University Degree or equivalent experience and minimum 5 years of relevant experience, or an Advanced Degree with a minimum of 3 years’ experience.
•Experience with DoD procurement/subcontract compliance with Public Laws, FAR/DFAR, and ITAR/import/export requirements.
•Experience with proposals and understanding sourcing phases, including price negotiation and completion of compliance EPAD packages.
•Ability to read and understand drawings, specifications, and engineering documents, including complex SOWs, plus price/cost analysis experience.
•Experience leading formal negotiations and managing supplier exceptions to contractual flow-down requirements and standard terms/conditions.
