Job Summary

Own category-specific procurement strategies for construction services, executing RFP/RFQs aligned to business goals. Build supplier relationships, evaluate performance, and negotiate contracts, terms, and pricing. Conduct market research, monitor compliance with policies and regulations, and maintain accurate procurement records. Control category spend within budget using KPI reporting and cost-saving initiatives, while partnering with risk, operations, engineering, and finance to identify and mitigate safety, operational, and business risks.

•Create and execute category-specific purchasing strategies aligned with business goals, including RFP/RFQ execution.
•Develop and maintain supplier relationships; evaluate supplier performance and negotiate contracts, terms, and prices.
•Conduct market research to identify suppliers and monitor market trends and pricing.
•Ensure procurement activities comply with company policies and industry regulations; maintain accurate purchase and contract records and supplier performance.
•Monitor and control supply chain expenses within budget; report procurement KPIs (cost savings, supplier performance, inventory) and resolve supplier disputes promptly.

Key Requirements

•Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or related field.
•5+ years of procurement experience; gas utility experience considered in lieu of procurement experience.
•Preferred: master’s degree or professional certification (e.g., CPM, CPSM).
•Proficient in reporting and statistical analysis (ratios, percentages, basic statistics).
•Intermediate computer skills for economic analysis and correspondence (e.g., MS Excel, MS Word) plus knowledge of purchasing/inventory databases such as Oracle and SAP.
