Pre Contract Development Specialist

Support the Framework Contract Team within SPD to run live framework agreements, monitor usage, and improve performance through analysis and feedback. Partner with business users to define service requirements, build tender packs, and support procurement end-to-end from bid assessment and scoring to post-tender presentations. Update reporting for cost, budget, forecasts, and performance, manage contract issues and relationships, evaluate framework risk allocation, and represent the team in internal and external meetings.
