Job Summary

Support national capacity for noncommunicable disease (NCD) surveillance across Pacific Island Countries and Areas by strengthening STEPS and P-COSI planning, implementation, data cleaning/analysis, and reporting. Develop country implementation plans, conduct trainings, prepare analytical outputs (tables, reports, fact-sheet style findings), and produce progress reporting. Also support policy-focused analytical work and facilitate the WHO Country Capacity Survey 2026 in participating Member States.

Key Responsibilities

•Develop and finalize STEPS survey implementation plans (sampling design, questionnaires, and costing) for at least three countries, including STEPS data preparation for analysis.
•Conduct STEPS capacity-building (at least one in-country training) and clean/validate/analyze STEPS datasets for at least two countries, producing analytical outputs and draft survey reports.
•Develop and finalize P-COSI implementation plans (questionnaires and costing) for at least two countries, and deliver P-COSI training (online or in-country) for protocols, data collection, and data management.
•Analyze P-COSI datasets for participating countries and prepare preliminary analytical outputs to support regional comparison, including documenting regional data management discussions.
•Support policy implementation through an intervention framework/report with monitoring and evaluation elements, help complete the WHO Country Capacity Survey 2026, and produce progress reporting on implementation status and key actions.

Salary: USD 350 - 499 daily

Key Requirements

•University degree in biostatistics, epidemiology, public health, health sciences, or a related field.
•At least five years of professional experience in public health, epidemiology, disease surveillance, or NCD prevention and control.
•Experience supporting planning, implementation, analysis, and reporting of population-based health surveys, including designing and implementing multi-country surveys.
•Knowledge of NCD risk factor surveillance and the epidemiology/statistical methods used for population-based surveys.
•Fluency in English (intermediate or higher French knowledge is desirable).
