Job Summary

Provide expert legal interpretation and regulatory advice across Dubai Media Council’s media and gaming framework. Independently develop and review legislation, regulatory instruments, legal opinions, and governance frameworks covering licensing, permits, content regulation, compliance, enforcement, and emerging media. Draft and assess legal provisions, advise on complex regulatory matters, support policy and legislative reform, and ensure enforcement actions are legally robust and defensible.

Key Responsibilities

•Implement operational requirements for legal oversight in line with the legal oversight and media oversight strategy and goals.
•Draft and review media legislation, regulatory instruments, executive regulations, and governance frameworks to keep the regulatory environment clear and enforceable.
•Provide authoritative legal interpretation and prepare legal opinions on licensing, content regulation, compliance, governance, and enforcement matters.
•Ensure enforcement actions are legally robust by reviewing inspection reports, investigation findings, proposed violations, and enforcement case files.
•Support regulatory policy, governance, and legislative development, including comparative legal analysis and alignment across jurisdictions.

Key Requirements

•Minimum 8 years’ experience in regulatory law, public/administrative law, media law, telecommunications law, digital regulation, or related government legal environment.
•Demonstrated experience drafting legislation/regulations/executive regulations, governance frameworks, or regulatory instruments.
•Experience advising on regulatory compliance, administrative decision-making, enforcement actions, or legislative interpretation.
•Experience working with government entities, regulators, or independent regulatory authorities (preferred).
•Master’s degree in law/public law/administrative law/legislative drafting (PhD preferred); UAE or other jurisdiction admission to practice is advantageous.
