Job Summary

Lead the centralized Finance and Control function for City Operations, aligning financial management with governance, risk, procurement, and contract oversight. Oversee finance, governance/risk/controls, and contracts & procurement teams, driving budgeting, forecasting, reporting, cost control, invoicing, and cost recovery. Establish governance, risk, compliance, controls, and business continuity frameworks, and coordinate with central Finance, Procurement, Legal, Risk, and Compliance to translate operational needs into effective processes.

Key Responsibilities

•Lead the centralized Finance and Control function across City Operations, including finance, governance, risk, controls, procurement, and contract management.
•Oversee the Finance, Governance Risk & Controls, and Contracts & Procurement teams, setting priorities and ensuring effective ways of working.
•Support financial planning, budgeting, forecasting, reporting, and cost control for City Operations in coordination with central Finance.
•Oversee invoicing, service charge management, cost recovery, and related controls to support operational performance.
•Oversee governance, risk, compliance, business continuity planning, and procurement/contract management oversight, coordinating with central Finance, Procurement, Legal, Risk, and Compliance.

Key Requirements

•Bachelor’s degree in Finance, Accounting, Business Administration, Operations or project management, or urban management.
•12-15 years of relevant experience, including senior-level experience in finance, governance, risk, controls, procurement, contract management, or commercial operations.
•Strong understanding of financial planning, budgeting, reporting, cost control, invoicing, service charges, and cost recovery mechanisms.
•Strong knowledge of procurement and contract lifecycle management, including vendor performance and commercial controls.
•Experience establishing or operating governance, risk, compliance, controls, and business continuity frameworks.
