Key Responsibilities

  • •Support Rowan’s regulatory, legislative, and public policy activities across Texas to advance and protect development and operational objectives.
  • •Assist engagement before the Texas Legislature, Public Utility Commission of Texas (PUCT), ERCOT, local governments, economic development organizations, and other key stakeholders.
  • •Participate in meetings with elected officials and regulators, helping prepare materials, coordinate follow-up actions, and advance Rowan’s priorities.
  • •Support project-level advocacy and stakeholder engagement to facilitate project development and mitigate regulatory and policy risks.
  • •Analyze legislative, regulatory, and market developments affecting Rowan’s Texas portfolio and communicate business impacts to cross-functional teams and leadership.

Key Requirements

  • •Bachelor’s degree in a related field and 3–5 years of experience in public policy, government affairs, regulatory affairs, legislative affairs, economic development, energy policy, or a related field.
  • •Experience engaging with government agencies, elected officials, trade associations, industry groups, economic development organizations, or other external stakeholders.
  • •Ability to analyze legislative, regulatory, and policy developments and communicate findings clearly to diverse audiences.
  • •Familiarity with the Texas legislative process, regulatory agencies, and public policy environment.
  • •Ability to translate complex policy or regulatory topics into plain English business implications.
