Job Summary

Oversee planning, risk, cost, and performance management for rail projects, ensuring schedule, cost, and scope baselines are accurately developed, maintained, and used for governance. Establish project control processes and a performance measurement baseline (e.g., EVM), manage change requests and monthly project reviews, and identify/mitigate project and programme risks. Lead and mentor project controllers while standardising frameworks, improving reporting, and supporting compliance and quality assurance.

Key Responsibilities

•Oversee planning, risk, cost, and performance management across the project, ensuring baselines are developed, maintained, and used for governance and decision-making.
•Establish and maintain the performance measurement baseline using project coding structures, including periodic updates and aligned reporting (e.g., EVM).
•Manage change requests and change control processes, evaluating impacts on schedule and cost.
•Develop and implement PMO and project controls frameworks and strategies, and guide project teams on cost, schedule, change, risk, and reporting processes.
•Identify, assess, and mitigate project/programme risks; prepare regular stakeholder status reports on progress, budget performance, and emerging issues.

Key Requirements

•Minimum Level 8 degree (or equivalent) in a relevant discipline, such as Project Management or Business Administration.
•Extensive knowledge of core project controls toolsets, including planning, cost management, risk, and performance measurement systems.
•Desirable: understanding of quality management systems and process improvement methodologies, ideally within the construction sector.
•Proven experience as a Project Controls Manager and subject matter expert within a core project controls discipline, operating in a management capacity.
•Strong knowledge of contractual and financial requirements associated with large, complex construction programmes.
