Key Responsibilities

  • •Develop and maintain the Regulatory & Compliance Plan and provide regulatory input to project leadership on strategy, risk, and decisions.
  • •Coordinate the full permitting lifecycle, maintain the Permit Register and compliance trackers, and ensure compliance with permit conditions.
  • •Manage regulatory interfaces with authorities, government entities, stakeholders, and client/JV partners, including reviews, inspections, and audits.
  • •Maintain compliance monitoring and assurance systems, track regulatory changes, provide compliance status updates, and support audits/inspections with follow-up actions.
  • •Escalate regulatory risks and compliance issues, including initiating suspension of activities where non-compliance is identified; support analyses and (as Lead Engineer) coordinate engineering design and team direction.

Key Requirements

  • •Relevant academic qualification or equivalent professional experience in regulatory compliance, permitting, or related disciplines.
  • •Typically 15–20 years’ experience in regulatory compliance, permitting, or certification within EPC/EPCM projects in the energy sector.
  • •Demonstrated experience working with regulatory authorities and approval processes, certification bodies, and compliance frameworks.
  • •Demonstrated experience or working knowledge of Mozambican regulatory frameworks, including petroleum legislation, environmental and social compliance, and permitting regimes.
  • •Proven technical leadership and coordination across multi-disciplinary, geographically dispersed teams; experience coordinating third-party support for regulatory activities.
