Own the end-to-end process for obtaining and maintaining a De Nederlandsche Bank (DNB) Payment Institution (PI) or Electronic Money Institution (EMI) license. Monitor EU regulatory developments across PSD2/PSD3, AMLD, MiCA (where relevant), and manage DNB/AFM correspondence, reporting, and cross-functional remediation.

Key Responsibilities

•Lead the complete PI/EMI license application process with DNB from initiation to approval, serving as the primary regulator point of contact.
•Prepare, compile, and submit required documentation, including compliance programme, AML/CFT policies, governance structure, internal control frameworks, risk assessments, and business plan compliance sections.
•Build the compliance function from scratch by designing and implementing policies, procedures, controls, and training programmes for an EU-regulated payment institution.
•Monitor regulatory developments across the EU and the Netherlands and conduct compliance risk assessments, internal audits, and gap analyses; oversee remediation.
•Oversee AML/CFT execution (KYC/CDD/EDD, transaction monitoring, sanctions screening, and STR reporting) and manage DNB/AFM correspondence, incident management, and regulatory reports.

Pay and Benefits

Salary: EUR 120,000 - 150,000 annually

Key Requirements

•Minimum 7 years of compliance experience in the payments, e-money, or financial services industry within the EU.
•Demonstrated hands-on experience leading a successful PI or EMI license application with DNB (or another EU national competent authority).
•Proven track record building compliance programmes from scratch in a regulated payment or fintech environment.
•Deep expertise in PSD2 (awareness of PSD3), AMLD, EBA guidelines on outsourcing, internal governance, and ICT risk.
•Fluency in English is required; Dutch is a strong advantage for DNB engagement.
