Key Responsibilities

  • •Lead local permitting and entitlement efforts for a portfolio of data center projects.
  • •Lead land use approvals including annexations, rezoning, use permits, variances, and subdivisions aligned to construction schedules.
  • •Partner with development leads as the primary liaison with city/county Authority Having Jurisdictions (AHJs) to identify and track permitting and approvals.
  • •Manage and communicate permitting risks for internal teams related to land use and construction permitting.
  • •Develop and maintain local permitting matrices and support processes/systems as Rowan scales, including training/coaching other project leads.

Key Requirements

  • •Bachelor’s degree in a related field (planning, environmental, real estate), preferably a Master’s, and at least 7 years leading large-scale complex site development projects.
  • •Experience analyzing local regulations and leading local AHJ permitting efforts with Planning Staff.
  • •Experience researching permit requirements using online regulatory reporting platforms and online GIS databases.
  • •Experience developing permitting matrices and entitlement strategies, able to support or lead multiple efforts concurrently.
  • •Experience communicating with senior leaders and executives; strong analytical problem-solving and communication/collaboration skills.
