Job Summary

Key Responsibilities

  • •Plan, guide, manage and supervise SPI staff by setting goals and objectives, and developing short- and long-term plans.
  • •Provide expert advice in HR policy and practice (including staff rules and regulations, HR guidelines, and related policies) to managers and staff across the region.
  • •Ensure coherence and consistency of HR projects and initiatives from a policy and legal standpoint; propose and initiate development or revision of regional and global HR policies.
  • •Serve as a senior case-handler for complex disciplinary HR matters and advise on misconduct and internal justice, including administrative review support and recommendations for amicable settlement.
  • •Collaborate with staff-related partners (e.g., Staff Association, Staff Counselor, PRSEAH Coordinator, Ombudsperson) to advance staff relations initiatives and advise on grievance handling and underperformance approaches.

Key Requirements

  • •Advanced university degree (Master’s level or above) in Law, Industrial/Labour Relations or related area.
  • •At least 7 years of progressively responsible experience with international exposure in human resources management, staff relations, employment/administrative law, or related areas.
  • •At least 4 years of experience in an international organization, preferably within the UN Common System.
  • •Demonstrated experience managing complex staff relations cases (disciplinary matters, misconduct from investigations, grievances, workplace conflicts, appeals, dispute resolution).
  • •Experience advising on interpretation/application of staff regulations, rules, policies, and procedures, including handling sensitive and confidential matters.
