Key Responsibilities

  • •Advise WHO country office leadership and staff on country office operations, interpreting policies, systems, and procedures to support business needs.
  • •Manage staff and operations teams across budget and finance, human resources, procurement, ICT, security and staff safety, and general administration in line with WHO regulations.
  • •Oversee financial resources management, including planning/monitoring, reconciliation and reporting of accounts, budget preparation, and award/cash management.
  • •Support project proposals funded by external agencies, ensuring adherence to WHO administrative and financial rules and regulations.
  • •In emergencies, plan, recommend, and implement administration systems, norms, and procedures for monitoring and control within the incident management system.

Key Requirements

  • •For P3: a Bachelor’s degree in finance, management, accountancy, public administration, business administration or related field, plus at least 5 years of relevant experience.
  • •For P4: a Master’s degree in finance, management, accountancy, economics, business administration or related area, plus at least 7 years of relevant experience.
  • •Proven international exposure and experience leading operational and administrative services, including supervising support teams.
  • •Strong managerial and analytical skills, including the ability to analyze financial data and propose related business strategies or policies.
  • •Expert knowledge of English; proficiency with computers and office software packages, web-based management systems, and ERP/enterprise systems.
