Key Responsibilities

  • •Assess and evaluate existing facilities to determine construction/rehabilitation needs and ensure technical requirements and local regulations are met.
  • •Develop construction and rehabilitation blueprints for field hospitals, field treatment centers, and WASH facilities.
  • •Support procurement and tenders for construction services, including local materials identification, machinery coordination, permit negotiation, and technical support for local purchases.
  • •Supervise and monitor construction/rehabilitation progress to ensure work follows WHO/MoH protocols and project specifications, including quality control and documentation delivery.
  • •Support reporting and purchase order processes, monitor budget follow-up, and coordinate staff recruitment/training for construction responsibilities.

Key Requirements

  • •First university degree in technical engineering, architecture & construction, or a related technical field (or logistics) relevant to the position.
  • •At least five years’ related experience managing emergency Health, WASH and logistics operations at national and international levels.
  • •Expert knowledge of English, French, or Portuguese.
  • •Experience with WHO, the UN system, recognized humanitarian organizations, or international NGOs in outbreaks and/or health emergency response.
  • •Humanitarian training or construction certification (desirable).
