Key Responsibilities

  • •Serve as the primary interface between the WHO Country Office and key partners (Regional Office for Europe, WHO Headquarters, CDM, consortium members, donors, and national authorities) to ensure effective communication and coordination.
  • •Under the Trauma unit head, lead overall implementation and day-to-day management of the UNITE/KAPP project, ensuring timely delivery of activities, milestones, deliverables, and reporting against the approved workplan, budget, and monitoring framework.
  • •Coordinate consortium contributions and technical experts to ensure coherent implementation and achievement of project objectives.
  • •Support development and implementation of national EMT deliverables (EMT action plan, validation framework, standard operating procedures, governance arrangements) and provide technical/logistical facilitation for pilot EMT validation visits across oblasts.
  • •Coordinate project activities including twinning partnerships, technical missions, mentoring, simulation exercises, knowledge exchange, training events (including ToT), and digital solutions adoption (KIMEP modules and local UAT).

Key Requirements

  • •Bachelor’s degree in a relevant field (public health, health/disaster/emergency management, health systems, social sciences, international relations, management, or related).
  • •At least 2 years of relevant experience in project management, planning, implementation, coordination, and evaluation of health/public health/health emergency programmes or projects.
  • •Experience coordinating multiple stakeholders and partners, including work in countries within the WHO European Region (including Ukraine).
  • •Demonstrated knowledge of EMT frameworks and standards, EMT governance, health emergency preparedness and response, and multisectoral coordination between health and civil protection sectors.
  • •Expert English and expert Ukrainian; plus facilitation/training capability (design and delivery of workshops/training events).
