Key Responsibilities

  • •Prepare, implement, administer, and enforce the Contractor safety program, Government-accepted Accident Prevention Plan (APP), and required critical lift plans.
  • •Ensure compliance with EM 385-1-1 and applicable OSHA and safety regulations (federal, state, local, and contract).
  • •Act as the primary on-site safety authority and OSHA Competent Person; provide safety compliance guidance to managers, supervisors, subcontractors, and employees.
  • •Develop and deliver site-specific safety policies, procedures, and training; maintain safety training records.
  • •Conduct safety inspections/audits/hazard assessments and manage incident/accident investigations and corrective actions with required NAVFAC reporting systems.

Key Requirements

  • •Obtain and maintain a favorably adjudicated National Agency Check Investigation (NACI).
  • •Minimum high school diploma; meet USACE EM 385-1-1 SSHO qualification requirements, including training, experience, and certification.
  • •5 years’ experience preparing/enforcing safety programs on similar contracts (or 3 years with CSP certification or safety/health degree).
  • •Complete the OSHA 30-hour Construction Safety Course (or equivalent) and maintain competency with 24 hours of safety-related coursework every four years.
  • •Strong knowledge of OSHA and EM 385-1-1, accident prevention, hazard analysis, and safety management; experience with NAVFAC P-307, ESAMS, and CIRS; Competent Person training as required.
