Job Summary

Lead end-to-end federal pursuit and proposal efforts for the Earth & Environment business line, partnering with business leaders to align growth priorities and improve win rates. Support complex pursuits from lead identification through contract award by managing strategy, messaging, compliance, team coordination, and interviews/debriefs. Serve as a Federal Sector knowledge manager, maintain federal collateral, and coach teams while leveraging AI-enabled tools and InDesign to improve proposal efficiency and quality.

Key Responsibilities

•Work with Federal Sector and business line leads to align growth priorities and drive proposal, pursuit, and federal market strategy initiatives.
•Lead priority pursuits end-to-end, including strategy development, messaging, compliance, team coordination, interviews, and post-procurement debriefs.
•Produce schedules and compliance matrices, manage proposal kickoffs, and facilitate technical/management solution sessions.
•Oversee pursuit teams and monitor progress on key pursuits while ensuring compliance with sales and business development policies and procedures.
•Collaborate with capture, technical, legal, estimating/pricing, and small business leads to write, review, and edit proposal content; coach presentation teams and support debriefing activities.

Key Requirements

•Bachelor’s degree in marketing, communications, business, journalism, or a closely related field, or equivalent A/E/C industry experience.
•Minimum 7 years leading large competitive federal proposals in environmental, compliance, and remediation services in the $5M to $500M range, with SF330 proposal experience.
•Strong communications skills to articulate complex ideas to influence or persuade.
•Demonstrated leadership, personal accountability, and persistent, goal-oriented work style.
•Proficiency with Microsoft Office, Adobe Creative Suite (specifically InDesign), and SharePoint, plus knowledge of the pursuit development process from creation through submission.
