Job Summary

Support the development of a practical, operational interoperability framework for health information exchange across the Eastern Mediterranean Region. Conduct reviews of existing initiatives, analyze global standards and interoperability approaches, and facilitate virtual/in-person consultations with Ministry of Health and technical stakeholders to build consensus. Draft the core framework with an implementation checklist and indicators, and produce accompanying reports, advocacy materials, and presentations for WHO leadership and policymakers.

Key Responsibilities

•Review existing interoperability initiatives across a sample of Member States, summarizing both successful and challenged approaches.
•Analyze recognized interoperability frameworks (e.g., HL7 FHIR, IHE, EU eHealth Digital Service Infrastructure) and extract principles relevant to the regional context.
•Facilitate virtual and in-person consultations with regional and country-level stakeholders to gather input and build consensus.
•Draft the core Operational Interoperability Framework aligned with regional strategies, including an implementation checklist and indicators.
•Produce a framework development report and high-level advocacy materials (presentations and brochure) for senior WHO staff and policymakers.

Key Requirements

•An advanced university degree (Master’s level or above) in digital health, information technology, information management, computer sciences, health systems, public health, or development.
•5-10 years of hands-on experience designing, implementing, and governing large-scale digital health systems focused on health data exchange and interoperability.
•Deep practical knowledge of global health data standards (e.g., HL7 FHIR, CDA, SNOMED CT, LOINC, IHE profiles) and health information architectures (e.g., enterprise architecture, health information exchanges).
•Experience developing national or regional digital health strategies, policies, or frameworks, preferably in a multi-country context.
•Excellent communication and facilitation skills to engage senior government officials and technical experts; strong English writing and communication ability (Arabic literacy desirable).
