Job Summary

Own day-to-day governance of outsourced workforce planning by reviewing and challenging manpower requests, validating business cases, and ensuring alignment with budgets and operating plans. Oversee governance frameworks and rate card management to safeguard pay equity, reconcile contingent workforce spend against approved OpEx, and maintain accurate reporting on demand and costs. Partner with business units, Procurement, and Finance for effective forecasting, compliance, and efficient workforce control, with support for HSE risk reviews.

Key Responsibilities

•Review and challenge outsourced manpower requests to assess genuine business need and essential vs non-essential requirements.
•Conduct due diligence on requests, confirming justification, scope, duration, and sourcing approach while applying outsourcing governance policies and maintaining an audit trail.
•Apply and maintain rate cards to ensure fair pay equity, benchmarking and monitoring for anomalies and market alignment.
•Reconcile contingent workforce costs against approved OpEx, maintain workforce data, and produce reports on demand, headcount, utilization, and costs.
•Partner with business units, Procurement, and Finance on forecasting, budgeting, forecasting reconciliation, and compliance; support HSE risk assessment reviews.

Key Requirements

•Bachelor’s degree in Human Resources, Business Administration, Finance, or a related discipline.
•Minimum 6 years of relevant professional experience.
•Proven experience in manpower planning, workforce resourcing, and contingent/outsourced workforce management (or related HR/commercial function).
•Strong analytical, financial, and cost-management skills with excellent attention to detail.
•Knowledge of GCC labor market practices; vendor management and rate-card structures advantageous (aviation/airports preferred).
