Job Summary

Lead cost engineering for a PMC brownfield nickel smelter expansion, providing independent cost assurance between the Owner and EPC contractor. Own cost control systems, budget monitoring, cost forecasting, and Estimate at Completion (EAC) development, and manage cost trends, change/variation cost evaluations, and cash flow forecasting. Validate contractor reporting, analyze variances and earned value metrics, identify cost risks and opportunities, and deliver executive cost dashboards and weekly/monthly management reporting.

Key Responsibilities

•Lead the PMC cost engineering and cost control function, implementing cost control procedures, systems, and reporting requirements.
•Develop and maintain project cost control outputs including cost reports, trend registers, cost forecasts, cost dashboards, and variance analyses.
•Produce independent EAC forecasts and assess forecast accuracy and confidence, including identification of future liabilities and exposures.
•Support change management by reviewing proposed changes/variations, assessing cost impacts, and maintaining a change register with forecast future exposure.
•Develop cash flow forecasts, validate earned value calculations (CPI/SPI/EV/EV metrics), and prepare weekly/monthly management cost reporting for project leadership and the Owner.

Key Requirements

•Bachelor’s degree in engineering, quantity surveying, cost engineering, construction management, finance, or a related discipline.
•12–15 years of cost engineering and project controls experience.
•At least 5 years as a Lead Cost Engineer or Senior Cost Engineer on major capital projects.
•Experience developing EACs, cash flows, trends, and forecasts for EPC project execution.
•Preferred certifications: AACE CCP/EVP, MRICS/FRICS, PMP; mining/metals and brownfield industrial expansion experience is preferred.
