Key Responsibilities

  • •Conduct an inception meeting with relevant stakeholders and develop an inception report and workplan.
  • •Undertake a systematic review of national, regional, and international documents relevant to Nigeria’s minimum package.
  • •Develop an EPHF assessment and mapping framework and perform gap analysis of existing service packages.
  • •Draft recommendations for incorporating EPHFs into service packages and document best practices from comparable countries.
  • •Facilitate stakeholder review to update the Essential Package of Health Services and prepare the validation workshop and final consultancy report.

Key Requirements

  • •Advanced university degree (Master's or higher) in Public Health, Health Policy and Planning, Epidemiology, Health Systems, Health Economics, Medicine, or related fields.
  • •Minimum 5–7 years of relevant experience in public health or health systems strengthening.
  • •Demonstrated experience in health policy analysis and health service package development.
  • •Good understanding of Nigeria’s health system and the WHO Essential Public Health Functions framework.
  • •Experience conducting desk reviews and technical report writing, including work with government, WHO, development partners, and health sector stakeholders.
