Key Responsibilities

  • •Collaborate with the technical lead to ensure proposals are fully compliant with customer requirements and internal policies.
  • •Optimize and standardize the FPO proposal process by developing Standard Work documentation, designing training packages, and automating bid generation and BOE creation where applicable.
  • •Monitor and manage project budgets, including development, analysis, and presentation of Estimates at Complete (EAC) using EVM principles.
  • •Provide support for IPDS gate reviews and related administrative tasks, including bid preparation, proposal development, and process facilitation.
  • •Conduct data analysis to identify trends and opportunities and lead risk and opportunity management to mitigate potential impacts.

Key Requirements

  • •Typically requires a university degree or equivalent experience and a minimum of 5 years prior relevant experience (or an advanced degree with 3 years of related experience).
  • •Experience creating and responding to requests for bids, proposals, and/or rough order of magnitude estimates.
  • •Apply Earned Value Management (EVM) principles and support estimates at complete (EAC) for budget development, analysis, and presentation.
  • •Leverage technical and analytical expertise to optimize and standardize the Focal Plane Operations proposal process (e.g., Standard Work, training packages, bid generation/BOE creation where applicable).
  • •Support Integrated Product Development System (IPDS) gate reviews and related administrative tasks including bid preparation and proposal facilitation.
