Job Summary

Lead the compliance and financial crime function for ADGM-licensed Recognised Investment Exchange and Recognised Clearing House entities. Own FSRA rule adherence, design and oversee compliance frameworks (including market surveillance and participant oversight), and provide independent advice to the Board. Serve as MLRO with responsibility for AML/CFT/sanctions implementation, SAR/STR handling (including goAML where applicable), risk assessments, and regulator engagement, including FSRA reporting and remediation.

Key Responsibilities

•Design, implement, and oversee the compliance function and monitoring of adherence to FSRA Rules, FSMR, MIR, and other applicable regulations for RIE and RCH operations.
•Develop and maintain compliance policies, procedures, and monitoring programmes, including market surveillance, rulebook compliance, default management procedures, and participant conduct oversight.
•Provide independent compliance advice to the Board and senior management, escalate material issues, and conduct regular compliance reviews, testing, and gap analyses.
•Own the implementation, oversight, and effectiveness of the AML/CFT/sanctions programme across the RIE and RCH in accordance with the FSRA AML Rulebook.
•Receive, investigate, and decide on internal suspicious activity reports (SARs/STRs), maintain AML policies/risk assessments (including CDD/EDD and monitoring), and act as the key point of contact with FSRA and other authorities.

Key Requirements

•10+ years of significant senior compliance and/or financial crime experience in ADGM, DIFC, or other regulated financial services environments, ideally with market infrastructure, exchange, or clearing exposure.
•Strong working knowledge of FSRA Rules, FSMR, MIR, the ADGM AML Rulebook, and applicable sanctions frameworks.
•Understanding of RIE and RCH regulatory obligations, including rulebook governance, participant oversight, default management, and systemic risk considerations.
•Experience supporting regulatory authorisations, recognition applications, or supervised entity setup.
•Ability to manage compliance responsibilities across two related regulated entities within a unified framework.
