Job Summary

Work embedded in the Rwanda Development Board to strengthen Rwanda’s tourism competitiveness. Support hospitality service quality standards and inspection/enforcement credibility, while advancing tourism product diversification and improving investment facilitation systems. You’ll diagnose operational and market bottlenecks, design practical tools and frameworks, assess investor proposals, build a pipeline of tourism opportunities, and strengthen coordination and capability across government teams and partners.

Key Responsibilities

•Advise Rwanda Development Board and the Tourism Office on practical interventions to strengthen tourism competitiveness across service quality, regulatory credibility, product diversification, and investment facilitation.
•Support hospitality service quality standards and regulation by diagnosing inspection/classification/enforcement practices, designing tiered standards, and developing inspection operations guides and enforcement improvement roadmaps.
•Develop a structured tourism product diversification pipeline aligned to NST2 priorities, mapping current offers, identifying gaps/opportunities, and creating investor-facing opportunity concepts.
•Design an investor assessment framework, assess investment proposals against agreed criteria, and maintain an investment monitoring tracker to support pipeline management and follow-through.
•Strengthen coordination and capacity building by establishing embedding toolkits (templates, escalation protocols, operating procedures) and delivering training and review routines across relevant teams.

Key Requirements

•10+ years of relevant experience in tourism development, hospitality, destination competitiveness, investment facilitation, public sector delivery, management consulting, or a related field.
•Strong understanding of tourism competitiveness, including hospitality service quality, regulatory systems, inspection practices, tourism product development, and investor facilitation.
•Experience designing practical frameworks, standards, operating procedures, assessment tools, delivery roadmaps, or institutional systems that can be adopted by teams.
•Experience identifying, assessing, prioritizing, or developing tourism product opportunities and converting priorities into concepts, pipelines, or investor-facing propositions.
•Strong communication, facilitation, and stakeholder management skills in complex, multi-agency environments, with experience in Africa or comparable emerging tourism destinations as an advantage.
