Job Summary

Lead end-to-end proposal development for Defense & Security opportunities across the region, from Pursue/No-Pursue through contract award. Partner with capture teams to produce compliant proposal volumes (executive, commercial, past performance, technical, and management), define winning themes and cost-effective proposal strategies, and coordinate reviews and risk mitigation. Interface with Sales, Marketing, Program Management, engineering, and customers, including workshare negotiations across global sites.

Key Responsibilities

•Lead end-to-end proposal development for D&S opportunities within the region, from Pursue/No-Pursue through contract award.
•Collaborate with capture teams to develop compliant proposal deliverables across executive, commercial, past performance, technical, and management volumes.
•Coordinate, execute, manage, and deliver competitive proposals aligned with defined winning themes and organizational discriminators.
•Review RFPs/RFIs, translate customer needs into proposal strategies/content, and prepare proposal reviews for management.
•Interface with Sales, Marketing, Program Management, engineering, and customers; prepare cost basis/justifications and recommend program risk mitigations.

Key Requirements

•Bachelor’s degree in Engineering (or equivalent experience).
•Minimum of 7 years of relevant experience in a high-technology industry.
•Ability to quickly learn and analyze complex systems involving hardware and software components.
•Strong ability to manage multiple priorities in fast-paced environments with minimal supervision.
•Bilingual proficiency in French and English (required).
