Own the end-to-end retail licensing compliance process for a high-volume, high-risk discount retail program. Map complex multi-jurisdiction renewal requirements (including Alcohol, Health, Tobacco, Fire, and Propane) into actionable, legally sound business rules and workflow dependencies. Serve as Tier 3 expert during design/configuration/pilot, and lead knowledge transfer by training offshore and platform teammates on core processes and non-compliance risks.

Key Responsibilities

•Define, document, and categorize mandatory license renewal criteria, supporting documents, lead times, and required fees for a high-volume/high-risk portfolio (e.g., ABC, Health, Tobacco, Fire, Propane).
•Create a definitive map of inter-license dependencies to drive system workflow logic (e.g., Business License must be active for Health renewal).
•Identify and document key variances in renewal processes across states and municipalities, including unique forms, affidavits, and public notice/hearing requirements.
•Act as Tier 3 expert for complex jurisdictional compliance questions during design, configuration, and pilot phases.
•Train offshore teams on the core licensing process and critical non-compliance risks.

Travel: Low travel

Key Requirements

•5+ years of direct experience managing multi-jurisdiction license and permit renewals for a national retailer, restaurant, or quick-service chain.
•Expert knowledge of complex license renewals, including ABC, Health Department permits, and hazardous materials.
•Ability to interpret and document complex regulatory text (statutes, municipal codes) into clear, actionable business rules, covering the renewal lifecycle from application through closeout and archival.
•Located in or near Chesapeake, VA, with willingness to fully relocate (relocation assistance available).
•Open to travel to/from client site(s) as needed.
