Job Summary

Support the development, interpretation, and implementation of Dubai Media Council’s regulatory framework for the media and gaming sectors. Conduct legal research and draft legislation, regulatory instruments, legal opinions, and governance documents. Provide legal analysis for licensing, permits, content regulation, compliance, enforcement, and media governance, including legal risk identification and knowledge management to strengthen Dubai’s regulatory environment.

Key Responsibilities

•Implement Legal Oversight operational requirements and support on-time delivery of services to stakeholders, including preparation of KPI support materials.
•Conduct legal research into UAE legislation, media regulations, administrative law, and international regulatory practices; draft legislation, executive regulations, regulatory instruments, and legal notices.
•Perform legal analysis for licensing, permits, content regulation, compliance, and enforcement; draft legal opinions and regulatory interpretations for senior review.
•Support regulatory compliance and enforcement by reviewing evidence and case files and assisting with administrative penalties, appeals, enforcement notices, and regulatory correspondence.
•Contribute to regulatory governance and knowledge management by supporting policy and governance framework drafting, benchmarking, and maintaining legal reference materials and databases.

Key Requirements

•Minimum 5 years of experience in regulatory law, administrative law, public law, media law, government legal advisory, or a related legal environment.
•Experience conducting legal research, preparing legal opinions, and drafting legislation, regulations, or governance documentation.
•Experience supporting regulatory compliance, enforcement, licensing, or public sector governance activities.
•Experience working within government entities, regulators, or highly regulated industries is preferred.
•Admission to practice law in the UAE or another recognized jurisdiction is advantageous.
