Job Summary

Lead proposal teams to deliver on-time, complete, and compliant proposals that enable effective customer negotiations. Review pricing accuracy and ensure RFP BOE cost volumes meet requirements, supporting Bid and Submit gate sign-offs, fact-finding, negotiation, and post-award audit activities. Partner with program managers to justify BOEs and craft counteroffers, while communicating ROI impacts. Experience with large government programs and EX/IM and security compliance is required.

Key Responsibilities

•Organize and lead proposal teams to produce on-time, complete, and compliant proposals to support efficient customer negotiations.
•Review pricing accuracy and reasonableness, ensuring BOE consistency and compliance with RFP requirements.
•Assist with BOE tracking and approval within the Standard Bidding Tool.
•Prepare required Bid and Submit gate sign-off packages and support fact-finding, negotiation, and post-award audit activities.
•Work with program managers during negotiations to provide BOE justification and construct counteroffers, leading to a handshake.

Key Requirements

•Typically requires a university degree or equivalent experience and minimum 10 years of relevant experience, or an advanced degree and minimum 7 years of experience.
•Experience leading and executing the proposal process.
•Ability to obtain and maintain active and transferable U.S. government issued security clearance.
•Ability to organize and lead proposal teams to produce on-time, complete, and compliant proposals.
•Experience working government programs (large/complex) with direct customer interfaces, internal/external, including a broad international supply base.
