Job Summary

Strengthen the financial foundation of City Operations by converting operational priorities into financial plans, controls, reporting, and actionable insights. Own budgeting, forecasting, KPIs, and performance reporting in partnership with QIC Finance. Develop service charge and cost recovery mechanisms, manage budget control and cost tracking, lead invoicing, and ensure asset register and general ledger integrity through period-close processes.

Key Responsibilities

•Lead financial planning, budgeting, forecasting, and reporting for City Operations in coordination with QIC Finance.
•Develop service charge and cost recovery mechanisms, including inputs, calculations, reporting, and cross-functional coordination.
•Develop and monitor financial KPIs and management information reporting to provide performance insights for leadership.
•Manage budget control and cost tracking across City Operations, highlighting risks, variances, and cost optimization opportunities.
•Lead invoicing, maintain asset registers and general ledger integrity, and support reconciliations, accruals, and period-close with QIC Finance.

Key Requirements

•Bachelor's degree in Finance, Accounting, or a related business field.
•12+ years of relevant experience in finance, management reporting, budgeting, forecasting, or operational finance.
•Experience with service charge, cost recovery, or shared services financial models.
•Strong understanding of financial planning, cost control, variance analysis, and financial performance management.
•Deep knowledge of invoicing, general ledger, reconciliations, accruals, and period-close processes.
