Key Responsibilities

  • •Review, verify, and certify contractor/consultant/vendor invoices, RA bills, and payment applications; validate work progress, quantities, and supporting records for payment certification.
  • •Establish and manage cost monitoring, budget control, and financial reporting systems; track expenditures, commitments, accruals, forecast costs, and cash-flow requirements.
  • •Verify quantities and measurements for all project packages; review contractor submissions, change orders, variation proposals, and cost claims, including commercial implications of design and scope changes.
  • •Develop cost dashboards and financial MIS/executive cost reports; monitor cost trends, produce early warning indicators for overruns and budget risks, and support management reviews.
  • •Maintain financial records and supporting documentation to support audits, reconciliations, and compliance with contractual, commercial, and Employer requirements; coordinate with Contract, Project Controls, Finance, and Construction teams.

Key Requirements

  • •Bachelor’s degree in civil engineering/quantity surveying/commerce/finance/construction management or a related discipline.
  • •MBA (Finance) or a master’s degree in construction management/quantity surveying is preferred.
  • •15–20 years of professional experience in billing, quantity surveying, cost control, commercial management, or project financial administration.
  • •Minimum 10 years of experience in aviation projects involving airport terminal buildings, airside works, landside infrastructure, utilities, and airport support facilities.
  • •Strong knowledge of contract provisions for measurement, payment certification, variations, cost claims, and commercial administration, plus proficiency in advanced Excel and ERP/cost systems.
