Key Responsibilities

  • •Lead subcontracting strategy for competitive federal proposals from capture through contract award, partnering with Capture, Business Development, Pricing, Contracts, and Proposal teams.
  • •Manage all subcontract-related proposal activities including RFIs/RFPs/RFQs, evaluations, negotiations, pricing analyses, and Letters of Intent.
  • •Develop, review, negotiate, and execute teaming agreements and pre-award subcontract documents, including NDAs and memoranda of understanding.
  • •Lead procurement and subcontract administration from award through closeout, including negotiations, purchase order issuance/modifications, performance management, and closeout.
  • •Maintain compliance with FAR/DFARS/SBA and procurement policies, supporting purchasing system readiness (including CPSRs) and implementing procurement procedures and process improvements.

Key Requirements

  • •Bachelor’s degree in business in a related field or 7 years of experience
  • •Minimum 7 years of experience in government contracting/subcontracting
  • •3 years of experience in a CPSR (Contractor Purchasing System Review) environment
  • •Ability to self-perform and delegate effectively
  • •Experience with hardware/software reseller agreements and VARs
