Job Summary

Provide high-level technical support to accelerate development of a standardized national procedure for medical practice competency assessment in Viet Nam. You will produce planning and regulatory analyses, draft and validate a step-by-step procedure for toolkit development and exam item quality assurance, support stakeholder consultation and training for test writing, and deliver consolidated progress, risk, and final reporting aligned with Vietnamese regulations and WHO good practices.

Key Responsibilities

•Conduct document analysis of Vietnamese legal texts to inform the national procedure and toolkit development roadmap.
•Develop and iteratively revise a draft procedure for assessing medical practitioners’ professional competence, including roles, responsibilities, and quality assurance mechanisms.
•Compile stakeholder and expert feedback into a structured matrix, track revisions made, and justify changes not incorporated.
•Support training and workshops for test writing by developing training plans/materials and identifying trained/qualified instructors.
•Prepare consolidated progress review, risk analysis, and final reporting for the four competency-based toolkits, including final submission packages.

Pay and Benefits

Salary: USD 180 daily

Key Requirements

•At least an advanced university degree in a health-related field (Medicine, Public Health, Dentistry, Traditional Medicine, Nursing, or Health Administration) from a recognized university.
•At least 10 years of experience in healthcare or health administration, including drafting administrative documents, guidelines, or regulations in the healthcare sector.
•Good understanding of the Vietnamese healthcare system, medical training institutions, and regulatory documents, including the mandate of the National Medical Council.
•Ability to draft administrative documents and guidelines and proficiency in using office software (Word, Excel, PowerPoint) with document search skills.
•Fluent Vietnamese (reading, writing, speaking) and working proficiency in English; strong coordination and stakeholder engagement skills.
