Key Responsibilities

  • •Build and maintain the HSE system, policies, and instructions in line with Kazakhstan’s Labor Code.
  • •Conduct workplace risk assessments and SOUT certification, and handle mandatory HSE reporting and inspections.
  • •Deliver safety trainings, inductions, and safety briefings for employees, students, and academic/lab spaces.
  • •Ensure PPE issuance and proper use, and conduct regular safety audits across office, academic buildings, labs, and dormitories to resolve risks.
  • •Oversee fire safety compliance, evacuation plans, and emergency drills; manage facility operations/maintenance and coordinate vendor/contractor relations, including budgets and acceptance of work.

Key Requirements

  • •3–5 years of HSE experience, with experience building an HSE function from scratch as a strong plus.
  • •Strong knowledge of Kazakhstan’s Labor Code, fire safety regulations, and SOUT procedures.
  • •Higher education in a technical, engineering, or occupational health and safety field.
  • •Hold (or obtain promptly) Kazakhstan “HSE Specialist” certification, fire-technical minimum (PTM), first aid, civil defense and emergency response, and electrical safety certifications.
  • •Strong organizational skills, attention to detail, and confident communication with students, employees, landlords, and regulators.
