Job Summary

Own full lifecycle cost management for a large-scale advanced manufacturing facility delivering semiconductor-grade mission-critical capability. Lead cost planning and pre-contract estimates, manage tenders for CSA/MEP and specialist packages, and control post-contract variations, claims, and interim payments. Produce cost reports, cash flow forecasts, and risk insights while coordinating commercially with engineering, construction, procurement, and stakeholders across complex cleanroom and process infrastructure scopes.

Key Responsibilities

•Prepare and manage cost estimates, feasibility studies, and detailed cost plans across all project stages.
•Advise during design development on materials, construction methodologies, and high-tech facility requirements.
•Manage tender processes for CSA, MEP, and specialist packages, including clarifications, evaluation, commercial analysis, and recommendations.
•Administer post-contract cost management, including variations, change control, claim assessments, progress claims review, and interim payment certification.
•Produce cost reports, cash flow forecasts, and financial updates; identify cost risks and support final account negotiation and close-out.

Key Requirements

•Bachelor’s degree in Quantity Surveying, Cost Management, Construction Management, or a related discipline.
•5–10 years’ experience in cost management within construction or industrial projects.
•Experience in semiconductor, advanced manufacturing, data centre, or mission-critical projects is strongly preferred.
•Previous experience in a cost consultancy or professional services environment is highly preferred.
•Experience handling CSA and/or MEP packages within complex construction projects.
