Job Summary

Lead WHO at country level as the Head of the WHO Country Office, representing the Director-General and Regional Director through health policy dialogue, diplomacy, advocacy, and trusted partnership with governments and stakeholders. Provide strategic, evidence-based technical advice, coordinate country-led cooperation aligned to WHO norms and the Country Cooperation Strategy, and ensure operational management, stewardship, compliance, risk management, and a respectful, high-performing workforce.

Key Responsibilities

•Represent WHO at country level, advise governments and advance national health priorities through evidence-based policy dialogue, diplomacy, and advocacy.
•Lead policy dialogue and support the development, implementation, and review of the Country Cooperation Strategy, ensuring health is integrated into UN country planning and coordination.
•Mobilize WHO expertise and partnerships to support national health priorities, coordinating technical cooperation and strengthening partner preparedness and response.
•Ensure effective governance and operational management of the WHO Country Office, including stewardship of human, financial, and technical resources and results-based delivery.
•Lead workforce management including performance management, succession planning, talent development, and fostering an ethical, inclusive workplace with zero tolerance for misconduct.

Pay and Benefits

Salary: USD 103,165 - 130,477 annually

Key Requirements

•Advanced university degree in public health, health sciences, health systems, or a medical-related field; a relevant first degree and/or doctorate are desirable.
•Minimum of 10 years of progressive relevant international experience in health-related fields, including at least two years of country-level experience engaging governments and external partners.
•Broad knowledge of public health, health systems, and global health priorities, with demonstrated ability to provide authoritative, evidence-based guidance across health systems and programmes.
•Demonstrated political acumen to lead high-level health advocacy and policy dialogue with Ministries of Finance, UN Country Teams, and Resident Coordinators.
•Expert knowledge of English; working knowledge of another official WHO language is desirable.
