Key Responsibilities

  • •Advise the Director and Section Managers on roadworks strategies, contract frameworks, and franchise agreements aligned to RTA goals.
  • •Lead horizon scanning for emerging smart city, intelligent mobility, and construction technologies and recommend adoption roadmaps and investment priorities.
  • •Prepare technical content for strategic partnership agreements and oversee strategic reports and CEO briefings for high-impact communications.
  • •Review specialized contracts, ongoing projects, claims, and technical issues; propose modifications to meet departmental objectives and customer satisfaction targets.
  • •Monitor operational plan implementation and innovation strategies to ensure milestones and targeted KPIs are achieved, and provide guidance for high-quality deliverables.

Key Requirements

  • •Bachelor’s degree in Civil Engineering or Transportation Engineering or Construction Management.
  • •Master’s degree or Ph.D in Infrastructure Management or Innovation Management.
  • •14+ years’ experience (with a master’s degree) or 16+ years’ experience (with a bachelor’s degree) in a related field.
  • •Experience developing long- and short-term roadworks strategies, including contract frameworks and franchise agreements.
  • •Experience preparing strategic reports/briefings and producing expert technical reviews for contracts, projects, claims, and issues.
