Job Summary

Key Responsibilities

  • •Conduct analytical reviews of international good practices and evidence related to health sector capital investment planning, investment prioritization, and public investment management.
  • •Develop technical methodologies, frameworks, indicators, benchmarks, and assessment criteria for evidence-informed health sector investment decision-making.
  • •Define business requirements and analytical specifications for the Health Capital Investment Management System, including data integration, validation rules, interoperability, and portfolio analytics.
  • •Apply methodologies to selected investment proposals/case studies to support technical validation, pilot testing, refinement, and stakeholder feedback.
  • •Prepare technical documentation, methodological guidance, analytical reports, and presentations, and participate in consultations and coordination meetings with government and development partners.
Travel: Low travel

Pay and Benefits

Salary: USD 500 daily

Key Requirements

  • •Advanced university degree (Master’s or higher) in health economics, economics, public finance, public policy, health policy, public administration, or a related field.
  • •At least 10 years of professional experience in health economics, health financing, health infrastructure planning, health systems analysis, or public investment management.
  • •Demonstrated experience supporting hospital network transformation, health service planning, or capital investment planning.
  • •Experience developing analytical frameworks, methodologies, or decision-support tools.
  • •Experience working with governments or international organizations (including hospital network transformation and public investment management).
