Job Summary

Lead and manage compliance for ByteDance’s MAS-regulated payment and capital markets activities in Singapore. Own end-to-end regulatory oversight, including CMS (SFA) and MPI (PSA) compliance coverage, licensing strategy, and MAS engagement across examinations, inspections, and supervisory reviews. Build a scalable risk-based compliance framework, oversee AML/CFT programs aligned to MAS Notices, guide product expansion with compliant advisory, and ensure robust third-party/partner governance and compliance training.

Key Responsibilities

•Lead Singapore compliance coverage as primary compliance officer for ByteDance’s licensed entities under MAS supervision, including CMS and MPI where required.
•Own Singapore’s regulatory licensing strategy, including license applications, renewals, and ongoing supervisory obligations.
•Act as primary engagement lead with MAS and oversee regulatory examinations, inspections, supervisory reviews, thematic reviews, and ad-hoc inquiries.
•Design, implement, and continuously enhance a scalable, risk-based compliance framework aligned to Singapore requirements and ByteDance’s global governance standards.
•Oversee the Singapore AML/CFT program and provide compliance guidance for product/market expansion, including advising on regulatory feasibility and compliant launch strategies.

Key Requirements

•Bachelor’s degree in Law, Business, Finance, Economics, or a related field.
•Strong compliance experience in payment institutions, capital markets services firms, banks, fintech platforms, professional services, or regulatory bodies with managerial or regional responsibility.
•Deep working knowledge of Singapore financial services regulations, including PSA (Payment Services Act 2019), SFA (Securities and Futures Act 2001), MAS AML/CFT notices/guidelines, and MAS Technology Risk Management Guidelines.
•Proven experience engaging with MAS on licensing and regulatory examinations, inspections, supervisory reviews, thematic reviews, and correspondence.
•Strong command of AML/CFT regulatory frameworks and enforcement expectations, including MAS-specific requirements and global standards such as FATF Recommendations and Wolfsberg Principles.
