Job Summary

Provide executive leadership for a federal alternative delivery portfolio, guiding pursuits from early positioning through procurement, execution, and closeout. Lead capture and business development with regional and national teams, including RFQ/RFP interpretation, source selection, negotiations, and margin/compliance oversight. Oversee project delivery via risk identification, contingency planning, and CPARS support, while building senior client/contractor relationships, leading after-action learning, and representing WSP in federal industry organizations.

Key Responsibilities

•Provide executive leadership for federal and DoW alternative delivery pursuits and projects, balancing capture strategy, negotiations, compliance, and risk management.
•Lead federal business development and capture efforts, including project selection, contractor teaming, RFQ/RFP interpretation, fee development, and negotiation support.
•Provide executive oversight during project execution through periodic reviews, proactive risk identification, contingency planning, and alignment with commercial, contractual, and financial objectives.
•Engage contractor executives through strategic discussions and project reporting, coordinating with WSP leadership as appropriate.
•Lead after-action reviews and represent WSP in relevant industry organizations and events to advance alternative delivery best practices.

Pay and Benefits

Salary: USD 168,900 - 264,500 annually

Key Requirements

•Minimum 15 years leading contractor-led design-build projects and pursuits for federal and/or DoD clients, including large complex infrastructure or facilities programs exceeding $500M.
•Bachelor’s degree in engineering, architecture, construction management, or equivalent; advanced degree preferred.
•Professional licensure such as PE or RA preferred; certifications such as PMP or DBIA considered a plus.
•Strong understanding of federal and/or DoD design-build contractual frameworks, including risk allocation, compliance requirements, technical reviews, stakeholder coordination, and CPARS.
•Demonstrated executive leadership across pre-award and post-award phases, including pursuit strategy, source-selection criteria, negotiations, and delivery oversight.
