Key Responsibilities

  • •Lead and manage materials engineering and quality assurance activities across the project.
  • •Review and approve material submittals, technical specifications, suppliers, and manufacturers per contract requirements.
  • •Ensure construction materials comply with approved standards, project specifications, and authority requirements (including earthworks, subgrade, aggregates, asphalt, concrete, cementitious materials, geosynthetics, road marking, safety barriers, drainage, and utility materials).
  • •Supervise contractor and third-party material testing and monitor QA/QC processes to ensure compliance with Inspection and Test Plans (ITPs), including reviewing lab/field test reports and recommending technical actions.
  • •Conduct audits and inspections of batching plants, asphalt plants, quarries, borrow areas, and material production facilities; investigate failures, prepare technical and non-conformance reports, and resolve non-conformances with the Resident Engineer and Project Management team; mentor Materials Inspectors, Laboratory Technicians, and junior staff.

Key Requirements

  • •Bachelor's degree in Engineering from an accredited university (Civil Engineering, Materials Engineering, Construction Engineering, Highway Engineering, or related).
  • •15+ years of post-graduate professional experience.
  • •Extensive experience in roads and highways construction supervision, including review, approval, testing, and quality assurance of construction materials.
  • •Proven expertise with materials approvals, laboratory and field testing requirements, and construction QA/QC procedures for transportation infrastructure projects.
  • •Familiarity with international and regional standards including AASHTO, ASTM, BS EN, and relevant local authority specifications; master’s degree desirable.
