Job Summary

Drive regulatory and policy strategy to enable Starlink Mobile’s satellite-to-cell connectivity. Partner with satellite policy advisors and engineers to influence domestic and international telecommunications, spectrum, and satellite policy environments. Draft advocacy materials, represent SpaceX before intergovernmental organizations, support U.S. licensing and regulatory compliance for Starlink systems and services, and provide regulatory guidance for business development and spectrum outreach.

Key Responsibilities

•Develop and advocate for broadband and spectrum policies aligned with SpaceX and Starlink goals domestically and internationally.
•Draft pleadings, letters, and advocacy materials to promote SpaceX policy positions.
•Contribute to satellite spectrum policy and outreach with government officials, representing SpaceX before intergovernmental organizations such as the ITU.
•Support regulatory practice to secure U.S. licenses, regulatory compliance, and customer support for Starlink spacecraft, earth stations, and services.
•Develop and manage regulatory licensing application preparation and compliance requirements for system and service licensing.

Travel: Medium travel

Key Requirements

•Juris Doctor (JD) degree from an accredited law school.
•5+ years of experience in an engineering discipline or telecommunications.
•Understanding of broadband and telecommunications policy and spectrum use/policies.
•Knowledge of radio frequency spectrum technology.
•Experience working with the Federal Communications Commission and other U.S. federal agencies, plus intergovernmental organizations.
