Key Responsibilities

  • •Lead construction-phase recruitment for construction and technical business units, ensuring hiring keeps pace with the 2026–2030 build programme.
  • •Coordinate workforce ramp-up planning with construction leadership and maintain hiring trackers and dashboards to flag resourcing risks to milestones.
  • •Design and manage onboarding/adaptation programmes, including probation monitoring, site inductions, safety orientations, and feedback to improve onboarding.
  • •Manage the end-to-end expatriate employee lifecycle, including relocation support and work permit/visa processes, and coordinate with legal/immigration/government liaison functions.
  • •Create and continuously improve HR policies and SOPs, support performance/talent management cycles, and handle employee relations matters in line with Uzbek labor law and TAC frameworks.

Key Requirements

  • •Bachelor's degree in Human Resources, Business Administration, or a related field.
  • •HR professional certification (e.g. CIPD, SHRM) is an advantage.
  • •Minimum 5–7 years of HR generalist or HR Business Partner experience, ideally in large-scale infrastructure, construction, or multinational organizations.
  • •Proven experience leading high-volume or time-critical recruitment during a construction or build phase of a major project.
  • •Hands-on experience managing expatriate employees and designing onboarding/adaptation programmes, with strong working knowledge of Uzbek labor law.
