Key Responsibilities

  • •Lead the licensing programme with Kazakhstan regulators (including NBK and AFSA), covering application preparation, regulatory dialogue, sandbox participation, and establishment of local licensed structures.
  • •Build and operationalize the local licensed business, including governance, board/management structures, internal policies and controls, staffing, and functions needed to obtain and maintain the licence.
  • •Act as Binance’s senior local representative to NBK, AFSA/AIFC, and other authorities by managing day-to-day regulatory communications, examinations, inspections, and reporting obligations.
  • •Lead government relations and advocate for a favorable regulatory framework for licensed digital asset payment providers.
  • •Establish and oversee local compliance, AML/CFT, and risk management functions and ensure sound day-to-day operations, including safeguarding client funds, audits, incident/complaint handling, outsourcing oversight, and business continuity.

Key Requirements

  • •10+ years in senior payments, banking, or fintech roles focused on regulatory affairs, compliance, and/or operations, including C-level experience obtaining payment licences.
  • •Proven track record obtaining and operating under NBK licences, with deep knowledge of Kazakhstan payments law and NBK prudential and reporting requirements (including AIFC/AFSA framework).
  • •Established relationships with Kazakhstan regulators and government stakeholders; ability to lead licensing dialogues and policy engagement at senior levels.
  • •Experience building and leading a regulated financial entity, including governance, internal controls, staffing, and regulatory readiness.
  • •Eligibility to pass fit-and-proper assessment for a senior regulated appointment; strong AML/CFT and risk management expertise.
