Serve as the owner’s representative for the Round Top Rare Earth Project, partnering with the EPCM contractor to ensure internal process development knowledge is captured, transmitted, and tracked through engineering deliverables. Lead structured reviews of key process documents (PDC, BFD, PFD, P&ID, and control philosophy), manage SME comment cycles, and support design reviews, PHAs/HAZOPs, and constructability/commissioning planning for pilot- and commercial-scale systems.

Key Responsibilities

•Act as the primary liaison between the process development team and the EPCM contractor as the owner’s representative for deliverables, schedule alignment, and design intent.
•Lead structured review cycles for PDC, BFD, PFD, P&ID, and control philosophy documents; consolidate, prioritize, transmit SME comments, and track their disposition to resolution.
•Coordinate with internal subject matter experts across process development, chemistry, and piloting to capture technical input without disrupting R&D and pilot operations; translate SME knowledge into EPCM guidance.
•Participate in and lead internal design reviews, including HAZOP/PHA sessions and constructability reviews on behalf of the owner; ensure SME input is reflected in final deliverables.
•Review EPCM process equipment sizing, utility requirements, and equipment datasheets; support design and commissioning of pilot- and commercial-scale process systems with test plans and performance verification.

Pay and Benefits

Salary: USD 135,000 - 145,000 annually

Key Requirements

•Bachelor's degree in Chemical Engineering, Metallurgical Engineering, or a related field; advanced degree preferred.
•10–15 years of process engineering experience with significant exposure to capital project delivery in minerals processing, hydrometallurgy, or chemical processing.
•Demonstrated experience as an owner's representative or engineering lead interfacing with an EPCM or EPC contractor on a major capital project.
•Strong working knowledge of engineering deliverables including PDC, BFD, PFD, P&ID, and control philosophy, including managing formal comment review/disposition cycles.
•Experience participating in or leading PHAs, HAZOPs, and design reviews.
