Job Summary

Deliver multi-discipline monitoring and evaluation projects for UK transport policies at central and local government level, from evaluability and framework design through impact and process evaluation. Provide expert advice to clients to optimise benefits, collaborate across WSP teams, and contribute to growth of the Monitoring and Evaluation expertise area. Use mixed-method analytical approaches and data visualisation tools to translate evidence into clear, actionable insights for stakeholders.

Key Responsibilities

•Deliver monitoring and evaluation projects end-to-end, including assessing evaluability, scoping and designing frameworks, and conducting evaluations of transport policies, programmes, or projects.
•Provide expert monitoring and evaluation advice to clients to deliver objectives and optimise benefits.
•Collaborate with other WSP specialists (e.g., energy, roads, rail, active travel) to ensure projects have the right skills.
•Contribute to building and growing the Monitoring and Evaluation expertise area to support its ambitions.
•Foster learning and drive impactful action using insights from evaluation findings.

Key Requirements

•Proven capability designing and executing monitoring and evaluation frameworks for policies, programmes, and/or projects, including impact and process evaluation approaches.
•Experience applying evaluation methods including quasi-experimental and theory-based evaluation methods.
•Strong quantitative and qualitative analytical skills (e.g., statistical analysis, modelling, economic and/or social research) with experience delivering mixed-method analytical projects and evidence synthesis.
•Experience using data visualisation and tools such as Excel, Power BI, R, Python, SPSS, or Stata, and turning evidence into actionable insights.
•Knowledge of government monitoring and evaluation guidance, including HM Treasury Magenta and Green Books or Department for Transport Transport Appraisal Guidance.
